Regarding violations and their punishment in the September 28th match against Vissel Kobe

On Saturday, September 28, 2024, during the 32nd round match of the 2024 Meiji Yasuda J1 League against Vissel Kobe at Noevir Stadium Kobe, a spectator violated the match management regulations.

Below we would like to explain the violation and the disciplinary action taken, as well as the events that took place from the time the incident occurred until the issuance of this report.

・Background to the decision on disciplinary measures
<September 28th (Saturday) Match Day>
After the match ended, our club staff in charge of reviewing the footage became aware of the acts that were subject to disciplinary action by the two individuals mentioned above, and contacted the competition management headquarters staff who were on-site.
Immediately afterwards, the Competition Management Headquarters staff, with the help of volunteer Urawa Reds supporters, began searching for both individuals in the stadium, but were unable to find them as they had already returned home. As it was confirmed that neither individual belonged to a specific supporter group, the Competition Management Headquarters discussed and decided on a search policy for the following days, and called off the search for that day.

<Sunday, September 29th, the day after the match>
The family of one of the two individuals subject to disciplinary action (hereinafter referred to as Perpetrator A) contacted our club to provide information about Perpetrator A and offer an apology, which allowed Perpetrator A to be identified early in the morning.
While speaking with Perpetrator A's family, staff from the Competition Management Headquarters confirmed that the remaining perpetrator (hereinafter referred to as Perpetrator B) had been with Perpetrator A on the day of the match and that the two were acquaintances.
Coordination was made regarding questioning of perpetrator A, and a transfer was made to perpetrator B, and contact was then initiated using the contact information for B.

<Monday, September 30th, 2 days after the match>
Direct contact began between the competition management headquarters staff and perpetrator B, and arrangements were made regarding questioning of B.

<Tuesday, October 1st, 3 days after the match>
A date for questioning of both perpetrators has been decided.

<Thursday, October 3>
Given the schedules of both Perpetrator A and the club's competition management headquarters staff, we conducted a face-to-face questioning of him on the same day, which was the earliest possible date.
Our club has informed the players that the above-mentioned acts are grounds for a ban on entry to the stadium, and both parties have agreed that they will refrain from attending all matches involving Urawa Reds, Urawa Reds Ladies and Urawa Reds Academy until a decision on disciplinary measures is made.

<Friday, October 4>
Given the schedules of both Perpetrator B and the club's competition management headquarters staff, we conducted a face-to-face questioning of him on the same day, which was the earliest possible date.
Our club has informed the players that the above-mentioned acts are grounds for a ban on entry to the stadium, and both parties have agreed that they will refrain from attending all matches involving Urawa Reds, Urawa Reds Ladies and Urawa Reds Academy until a decision on disciplinary measures is made.
Subsequently, based on the results of questioning both perpetrators, the Competition Management Headquarters compared and considered the results with the Urawa Red Diamonds Soccer Match Management Regulations and the J.League Match Management Penalty Regulations, and then decided on a disciplinary policy as the Competition Management Headquarters.
Following this decision, the club will convene a compliance committee on the following day, Saturday, October 5th, to make a final decision on the club's disciplinary measures.

A compliance committee meeting was held and the above disciplinary measures were decided.

<Wednesday, October 9>
Given the schedules of both Perpetrator B and the staff of our club's competition management headquarters, we notified them of the disciplinary action in person on the same day, which was the earliest possible date, and obtained a written statement of agreement from them.

<Friday, October 11>
Given the schedules of both Perpetrator A and the club's competition management headquarters staff, we notified them of the disciplinary action in person on the same day, which was the earliest possible date, and obtained a written statement of agreement from them.


We sincerely apologize for not being able to prevent this violation of the match management regulations from occurring.
In order to create a "safe, comfortable, exciting, packed stadium," Urawa Reds will continue to take timely, appropriate and firm action against violators, and will steadily implement measures to prevent recurrence, including thoroughly publicizing the "stadium prohibitions and spectator rules."
