Soccer game management regulations
Article 1 (Purpose)
These regulations govern the smooth and safe conduct of all domestic and international matches in which Urawa Red Diamonds, Urawa Red Diamonds Ladies, and men's and women's academy teams (hereinafter collectively referred to as the ``Teams'') belonging to Urawa Red Diamonds Co., Ltd. (hereinafter referred to as the ``Clubs'') participate. The purpose is to ensure operations and the safety of soccer spectators, players, referees, team staff, and related parties.
Article 2 (Subject to regulations)
This applies to anyone attempting to enter or entering a stadium, etc.
Article 3 (Definition)
The meanings of the terms listed in the following items shall be as specified in the respective items.
- game:
- Refers to all matches, whether domestic or international, in which the team participates.
- Stadium etc.:
- The match venue is a stadium, and this refers to the stadium, its related facilities, and its grounds.
- Designated areas around the stadium:
- In order to ensure the proper management of matches, this is an area where the club can take measures to prohibit entry to the stadium, etc. for illegal acts or acts prohibited by the facility manager, and is an area designated by the club in advance. Refers to a region.
- Organizer:
- A person who is in charge of a match at a stadium and is responsible for the management of the match. Organizer refers to the match manager of the team and the opponent the team is competing against, or the league, etc. that is in charge of the match.
- Operation/safety manager:
- A person who is responsible for the overall safety and operation of a stadium, etc., and refers to a club executive committee member, representative, or someone equivalent depending on the match.
- In charge of operation/security:
- A person who is appointed by the Operations and Safety Officer and engages in work to ensure the safety of matches.
- Security personnel:
- A person appointed by the operations and safety officer to ensure the safety of the match.
- Operational safety manager:
- Collectively refers to the operation/safety officer, operation/security officer, and security personnel.
Article 4 (Prohibited Items)
Persons attempting to enter or have entered a stadium, etc. must not bring any of the items listed below into any stadium, etc., unless the safety manager deems it particularly necessary.
- Items that are prohibited from being brought in due to unified prohibitions established by the league or regulations of the organizer, etc.
- Items that are prohibited from being brought in by the facility administrator.
- Items such as bulletin boards, signboards, banners, flags, flags, placards, bibs, documents, drawings, printed materials, etc. that are determined by the organizer to fall under the following.
- (1) Items that display or suggest political, ideological, or religious principles, claims, or ideas.
- (2)Contains discriminatory or insulting content or expressions.
- (3) Items that do not support or encourage players or teams.
- (4) Items that may interfere with the operation of the tournament.
- Items displaying advertising elements of specific companies or organizations, such as company names or product names (including items that are reminiscent of these).
- Regardless of the items above, items that are prohibited from being brought in by the club, its opponents, organizers, etc.
- Any other items deemed by the management, security, or security personnel to interfere with the operation or progress of the match, and cause inconvenience or danger to others.
Article 5 (Prohibited Acts)
Persons who attempt to enter or have entered a stadium, etc. must not engage in any of the following acts at any stadium, etc., unless deemed particularly necessary by the operational safety manager.
- Acts that are prohibited by the league's unified prohibitions or by the rules of the organizer, etc.
- Actions prohibited by the facility manager.
- Prohibited acts specifically determined by the club.
- Act of entering without having a valid ticket or pass.
- Acts that may impede the smooth operation of the Games, such as protest gatherings and demonstrations.
- Entering a stadium, etc. under the influence of alcohol, drugs, or other substances that may cause a nuisance to others, or that makes it difficult to follow the instructions of the safety manager.
- After entering a stadium, etc., a person who is under the influence of alcohol, drugs, or other substances is likely to cause a nuisance to others, or is in a state where it becomes difficult to follow the instructions of the safety manager.
- Activities other than watching soccer, such as solicitation, speeches, meetings, and missionary work.
- The act of driving a vehicle (including bicycles) in a place other than the designated place, or parking or parking a bicycle in a place other than the designated place.
- Acts such as commercial activities, solicitation of donations, posting of advertising materials, etc.
- The act of disposing of garbage and other filth in areas other than designated areas.
- Acts of photographing or videotaping competitions, ceremonies, spectators, etc. for commercial purposes.
- The act of distributing all or part of the audio and video of a match via the Internet or other media.
- Acts that the Operation Safety Manager deems obstructing the operation or progress of the match, or causing or are likely to cause inconvenience or danger to others.
- Statements or acts that are discriminatory or insulting regarding race, skin color, gender, language, religion, politics, origin, etc., or that the Operation Safety Manager deems to be likely to do so.
- In addition to the above items, statements or acts that violate public order and morals.
Article 6 (at stadiums, etc.)
Persons attempting to enter or have entered a stadium, etc. must comply with the matters set forth in the following items.
- If you are asked to present your ticket, identification card, pass, etc., please present it.
- If you are asked to inspect your baggage or belongings, please comply.
- Act in accordance with instructions, guidance, guidance, etc. from the operational safety manager or security authorities.
Article 7 (Reason for Refusal of Sale)
The organizer, etc. will not sell admission tickets to any of the following persons. In addition, if that person has obtained an admission ticket himself or herself or through a third party, the organizer, etc. may refuse admission to that person based on Article 10 of the Main Rules.
- A person who belongs to an organized crime group or similar antisocial forces (hereinafter referred to as "organized crime group, etc.") (hereinafter referred to as "organized crime group member, etc.")
- A person who has not passed five years since he ceased to be a member of an organized crime group, etc.
- Persons who use organized crime groups or gang members for the purpose of gaining their own or a third party's interest.
- A person who is involved in the maintenance and operation of an organized crime group, etc., by providing funds, etc., or providing convenience to an organized crime group, etc. or a member of an organized crime group, etc.
- A person who has a socially reprehensible relationship with an organized crime group member, etc.
- Those who acquire admission tickets for the purpose of violating Article 8.
- Any other person judged by the organizer or superintendent to have a reasonable reason not to sell admission tickets.
Article 8 (Prohibition of Resale, etc.)
No one may allow a third party to resell (including resale over the Internet) or otherwise acquire admission tickets without obtaining permission from the organizer, etc. However, this does not apply if the activity is based on family, friends, business partners, or other similar specific relationships, and is not conducted for profit or as a business.
Article 9 (Prohibited acts in designated areas around the stadium)
Anyone who attempts to enter or has entered a stadium, etc. must not engage in any of the following acts in the designated area around any stadium.
- Acts that are punishable by criminal punishment
- Acts that are not subject to criminal punishment, such as hate speech, but are considered civil torts.
- Acts prohibited by the facility manager
Article 10 (Refusal of entry, order to leave)
- The operational safety manager will refuse entry to anyone who violates Articles 4, 5, 6, or 9 of these regulations, or those who fall under the provisions of Article 7 of these regulations, and will require them to leave the stadium, etc. measures can be taken.
- The Club may demand compensation from any person who violates Articles 4 to 8 for damages suffered by the Club as a result of the violation.
- The Management Safety Manager may refuse entry to subsequent matches to persons who fall under Paragraph 1 of this Regulation, and may request the return of tickets.
- Persons who are refused entry or ordered to leave the stadium etc. by the management safety officer will not be able to request a refund of their ticket purchase price.
- The details of punishment for violations are as follows. In addition, if the Club's Compliance Committee determines that it is necessary, decisions on disciplinary action shall be made by the Club on a case-by-case basis, taking into account advice from outside experts, etc.
- A: Permanently prohibited entry
- (This will prohibit any future entry into stadiums, etc. where matches are held as defined in Article 3 of the Rules, and all other events and facilities related to the club, and will revoke REX CLUB members' membership status.) )
- B: Indefinite entry prohibited
- (Prohibition of entry for an unspecified number of games or period. Prohibition of entry to stadiums, etc. where matches are held as defined in Article 3 of the Main Rules, and all other events, facilities, etc. related to the club during the disciplinary period)
- C: Prohibition of admission for a limited number of games
- (Prohibition of entry for a specified number of games and period. Prohibition of entry to stadiums, etc. where matches are held as defined in Article 3 of the Main Rules, and all other events, facilities, etc. related to the club during the disciplinary period)
- D: Strict caution
Article 11 (Supplementary Provisions)
These regulations will be revised on October 23, 2023, and will come into effect on the same day.
